Cork County Council seeks proposals in response to New Section 28 Ministerial Guidelines on “NPF Implementation: Housing Growth Requirements” for Additional Residential Lands in Support of Accelerated Housing Delivery

New Ministerial Guidelines on NPF Implementation: Housing Growth Requirements were published on the 29th July 2025 on gov.ie with the aim of updating development plans to reflect the requirements of the Revised National Planning Framework (NPF) and achieving a significant acceleration in housing delivery. The Guidelines provide for an increased annual housing growth requirement for Cork County Council, and an ‘additional provision’ mechanism to support the zoning of additional lands in areas where it can be justified.
In response to these new Guidelines, Cork County Council now invites the public/landowners/ homebuilders to put forward suggestions for lands that are suitable for zoning for residential use (greenfield and brownfield/infill/regeneration sites) and could meet the objectives of the Guidelines in terms of contributing to the acceleration of housing delivery over the next 10 years.
Submissions identifying lands that are suitable for being zoned for residential use that are capable of contributing to the acceleration of housing delivery are hereby invited from interested parties during the period 9am on Monday 22nd September to 12 Midnight on Monday 20th October 2025 inclusive.
Submissions can be made either online at corkcoco.ie or by letter to: Senior Planner, Planning Policy Unit, Cork County Council, Floor 13, County Hall, Cork, marked “Proposals Requested in Response to New Section 28 Ministerial Guidelines on NPF Implementation: Housing Growth Requirements.”
