O’Shea Welcomes New Basic Income for the Arts Scheme

Cork North West Fine Gael TD John Paul O’Shea has welcomed the announcement by Minister Patrick O’Donovan TD of the new Basic Income for the Arts (BIA) scheme, which will provide vital support to 2,000 artists across Ireland.

 

The scheme, approved by Cabinet this week, will provide a payment of €325 per week to eligible practicing artists for a three-year period, with applications opening in May 2026 and payments commencing before the end of the year.

 

Welcoming the announcement, Deputy O’Shea said “This is excellent news for artists throughout the country, and I particularly look forward to seeing artists from Cork North West availing of this important scheme. The creative talent we have in our region is exceptional, and this scheme will provide crucial support to help our artists sustain their careers and continue producing the high-quality work for which they are known”.

 

Deputy O’Shea added “With a budget of €18.27 million secured for the scheme, this represents a significant investment in Ireland’s arts sector and recognition of the vital contribution artists make to our society, culture, and economy. The research from the pilot scheme clearly demonstrates the positive impact of this support, with recipients able to devote more time to their art, produce more work, and experience improved wellbeing.

 

“I would encourage all eligible artists in Cork North West to prepare their applications when the guidelines are published in April, and to apply when the scheme opens in May. This is a valuable opportunity for our local artists to receive the recognition and support they deserve.”

 

The new BIA scheme will operate in three-year cycles, with artists eligible for every three out of six years. Guidelines outlining application details, eligibility criteria, and required documentation will be published in April 2026.
