O’Shea TD Welcomes Changes to Learner Permit Renewal System

Cork North West Fine Gael TD John Paul O’Shea has welcomed new changes to the learner permit renewal system introduced by the National Driver Licence Service (NDLS), saying the reforms will help encourage learner drivers to progress through the licensing system while improving road safety.
The updated rules introduce clearer requirements for those renewing learner permits multiple times and aim to ensure that drivers continue making progress towards obtaining a full driving licence.
Under the new arrangements:

Third learner permit: Applicants must have sat a driving test within the previous two years.

Fourth learner permit: Applicants must also have sat a driving test within the previous two years and the permit will be valid for one year only.

Learner permits held for more than seven years: Drivers will be required to retake the driver theory test, apply for a new learner permit, and complete the required training before sitting their next test.
For car drivers this includes completing the Essential Driver Training (EDT) programme of 12 lessons, while motorcyclists must complete Initial Basic Training (IBT) of 16–18 hours.
Deputy O’Shea said the changes will support a more structured path for learner drivers while reinforcing the importance of proper training.
“These changes to the learner permit system are a sensible step to ensure that drivers continue to move forward in the licensing process and ultimately obtain their full licence. Road safety must remain a priority and it is important that learners continue to engage with the training and testing system.”
He added that the updated rules will also help address long-standing issues where some drivers remained on repeated learner permits for many years.
“By encouraging drivers to take their driving test within a reasonable timeframe, these reforms will help create a fairer and more effective licensing system. At the same time, the focus on refresher theory testing and structured training after extended periods will ensure that drivers remain up to date with the rules of the road.”
Deputy O’Shea encouraged learner drivers to familiarise themselves with the new requirements and plan ahead when applying for permit renewals.
“Anyone renewing a learner permit should take the opportunity to book their driving test and complete the required lessons so they can progress to a full licence as quickly as possible.”
